I have a 1947 8N and the left side brake has about an inch of play moving up and down. The left brake is also much lower than the right. Neither brake work very well. I have ordered the parts to rebuild the brakes, but is this causing the pedal to be much lower and have a lot of play?

Probably, but you will know for sure once you get the drums off. Likely a broken spring.
