1964 Case 831C PTO

The PTO is always turning and I haven't been able to shut it down.
The manual states it takes 60 to 70 pounds force to engage the PTO. Would this be right for this small handle? It also mentions the is a pop as it is engaged. Does the PTO clutch work like an over center clutch? The first picture shows PTO engagement handle in the forward latched position. Would this be the PTO engaged or the PTO brake engaged? The second picture shows a small oval plate on the side of the transmission housing. Is this where you access the PTO for clutch and brake adjustment?

In the first picture the PTO is not latched. The lever must be moved further down to lock at the bottom of the metal peace next to the handle. when locked in the down position the pto brake should be engaged. The oval plate in the second picture is the adjustment opening.
