2030 not charging

2030 has rebuilt alternator, and new voltage regulator, still no charging, checked with volt meter at all RPM's nothing, is it something I am missing, thanks in advance.

Does alternator exciter wire have voltage when ign switch is on?

Not sure, will check, it is at my uncle's house right down the road, will check today, I will assume that it
should be 12 volts, if not I should probably trace it to check it, thanks for the answer, will let you know what I
find
