230 Hydraulics

So I have pretty much replaced the old cylinder and lines up to where the float valve or whatever it is called and I still am not getting any response from the system.

I have included a picture to show you what I am asking about. Do I have the hydraulic lines reversed? The pump worked fine before, but my cylinder was bad. So I replaced lines and the cylinder but nothing happens. Would having the hoses wrong make it not work? When I run the tractor and use the controls some fluid gets drawn from the reservoir as I have the cap off to let air escape and when I turn if off it fills up a little bit, so I don't think fluid movement is a problem.

Any ideas guys? I've been at this for much longer than I would like.

You may have to bypass the check valve until the cylinder is full of oil. Just move the upper right hand hose to the left where there is a pipe plug and put the plug in the check valve until you have it
purged. Another way would be to crack the hose loose while someone runs the lever to get the air out. Could also take both hoses loose and fill with oil with a funnel and reassemble. Some ideas.

Ok cool I will try that. Also, the first box, where you told me to swap the plug out with. I have that running to the top of the cylinder, which would force it down. Do I need that going to the bottom of the cylinder so it pushes it up, then the top of the cylinder into the check valve box? The cylinder I replaced didn't have top and bottom, but they were two side by side so I didn't know which was lift and which was to lower.
 
1963 farmall 504 diesel with 3 point and 2 remotes. The system pressure is only to be 1500 psi + or - 100 psi. I am getting 2300 psi at the remotes. I have found 2 relieve valves, one below the steering wheel and one under the seat. I had these checked they pop at 1500 psi. Is there a third one. Can anyone help me with this problem please.
