250 massey not running

O.K. I'm back again.my tractor is the one with low hours on it from hitch of hartford.It got water in the fuel and it stop running we drained the tank and cleaned it.
We sent off the injecters and the pump had them rebuilt.
And now it still will not start. I don't know what to try next.Help??
