Trying to get the tractor to run.Cleaned carb out no luck.What it does it starts not being choked but cant throttle it up it dies.When put tractor away i pushed snow for about 3 hours with no problem at all.Could it be points?

I had a condenser that acted exactly like you describe.

I'd suspect a fuel problem. Pull a line loose after the filter and you should have a good steady flow into a container. Or pull the plug under the carb bowl and check for a steady flow coming out.

I wouldn't think the points would cause a problem just sitting. I'd rather think the condenser they can act like that. But be sure you have good gas flow through your carb. before spending any $$$.
