Got new points set at .020 and new wires also new carb. When starting tractor it starts right up. It sputters a litle when throttle up.Seams like its running rich as a spurt of gas blows out of air intake at carb. Like its getting to much gas. adjust carb but no help.
 
I take it you are running it with the air cleaner hose disconnected. If the intake to the carb is not open and you see gas spray out then please describe exactly where is comes out. Does the exhaust have a hint of black puffing out when you open the throttle? If it does not it is probably not running to rich. If it does not put off a bit of black smoke on rev up I would actually try opening the main fuel needle that sticks straight into the front of the bottom of the carb. Open it a half turn at a time and see if you can get it to rev right up without sputtering. Keep track of the number times you adjust it so you can put it back where it was if you need to. If you get to the point it will rev up without hesitation then take the tractor out for a drive preferably in high or road gear. If it smokes dark continuously then it is to rich. You will have to back it down to where it stops smoking black except for climbing a larger hill. I see and remember you have quite a few posts on the subject of trying to get this tractor to run. Have you ever run a compression test on it or checked the valve lash clearance? We can try our best to give you tips trying to make it run properly, but if the mechanics of the engine are not in good condition we will waste a bunch of time.
 
Was it doing this before you did the ignition work?

Changing ignition parts doesn't affect the carburetor, but it can affect timing. If you were borderline before, the new ignition parts can change timing enough that it's now off. That will cause the tractor to sputter and backfire out the carburetor when you rev the engine.
