I suppose it may be a little difficult to access on an industrial tractor with a loader. If you can reach it, grab the fan while positioning yourself to reach in to push in on the fan belt on the side that is not under tension to help minimize belt slippage. If needed you may need to reach in to push on the belt with long screwdriver or maybe even a broom handle. Used this method many times to rotate an engine.

It can be a problem with the way some Ft loader mount . If you can get to the fan blade then tighten up the fan belt best ya can , remover the spark plugs as this lets the engine turn much easier . Other way is up thru the clutch inspection hole in the bottom of the clutch housing buy usen a wrench on the clutch mounting bolt,it helps to have a second set of eyes , then the third way is a remote push button starter switch hooked to the starter where you can bump it on the starter.

Removing all the sparkplugs makes it MUCH easier to manually rotate the crankshaft since you are not fighting compression.

Or if you have or can borrow a dwell meter it eliminates the problem completely and is more accurate than the feeler gauge method! IIRC,it uses an IH distributor and dwell is 19-21 degrees, but verify if using the dwell method.

Also, if using a feeler gauge clean it 100% of any residual oil with electrical contact cleaner and let it air-dry before use.

Even oil from fingerprints on the feeler gauge can shorten breaker point life.
