2940 rock shaft raise- lower operation

My 2940 rock shaft raises all the way up when moved from lowest setting by its self and leaver moves too. Shouldn't the raising be controlled by the levers position? When I move the lever to the half way position and release it, it raises all the way up on its own. The L & D lever is in the MIN position. Is this normal or is there an issue? It does stay down in the down position.

3 pt control lever has friction washers that were designed to hold control lever in the last position when operator removes hand from control lever. Is your tractor open station or cab model?

Inspect handle & you should see a pin with a cotter key with several different appearing washers. Remove cotter key & add shim washers then reinstall cotter key. Add enough washers so lever has some resistance to moving by hand.

Found the pin. Has 5 washers. 3 of one size and 2 smaller. Thanks Jim!
