2N carb float

I have a 46 2N that starts and runs good most of the time. Actually if it makes more than two revolutions without starting, I know something is wrong. Yesterday the float in the carburetor stuck and it started flooding. I took it apart, cleaned everything up and reassembled it(three times).For some reason I cannot get the float to raise the needle and regulate the fuel level in the bowl. I replaced the needle and seat back in the fall and it has worked fine up until yesterday. I have rebuilt carbs before and this one has me scratching my head. Any suggestions?
 
Put the float in an open container of gasoline to see if it floats level evenly.

Do it outside away from any source of flame or spark. Don't get the gas on you or your clothing.

If it floats unevenly replace it.

What I do to check a float is when I soak a carb in cleaner I make sure the float is weighted down so it has to stay in the soup. If after I take it out of the soup it sort of rattles when I shake it I know it is bad. I also shake a carb when I rebuild it to make sure the float is loose. It it does not rattle then I know the float is sticking some place and I open it back up
 
i just had the same problem with my 8n. i put a new float in it and it solved the problem. the float coast me around 20 bucks.
