Just an update:
I had a problem with governor causing overspeeding when the load was removed also it was very poor in picking up load as well. I found that the governor internal fork was worn. Good bad or otherwise I installed two 18 gauge 3/4 inch machine shims in front of the fork that I found at a local hardware store which brought the governor closer to the operating range. Now it does not overspeed and it does pick up load. At least it was a big improvement when bushhogging yesterday. I wasn't riding the throttle like I did last year.
