3 point hitch doesn't work

I recently finished overhauling the engine. Before the overhaul the 3 point hitch raised and lowered fine. Been running the tractor around and noticed now that the 3 pt doesn't go up or down anymore. I have no idea what might have changed. I disengage the clutch but is there anything else that needs to be done?
Haven't operated this machine in weeks.

Have you in gauged the PTO shift leaver, pump runs off the PTO
