3000 Fuel Gauge Not Working

Bought a '70 3000, gas, about a year ago and the fuel gauge didn't work. I figured it was the sending unit so I replaced that and it still doesn't work. I feel like it's not getting a good ground but Any ideas or suggestions would be appreciated.
 
Does the temp gauge work?
Basically, if the wiring is good between the sender and the gauge and the gauge and voltage stabilizer on the other side of the panel then you either have a bad ground or a bad gauge. I'd ground the wire from the gauge to the sender and see what happens. It should go full I think...
If nothign happens I'd suspect a bad gauge. If it goes up, then I'd probably try to ground the sender to the tank or chassis in some manner.

The temp gauge does work. I know the gauge is good because I have grounded it and that gauge goes full. The problem is i can"t figure out how to get it grounded and show the actual amount of fuel in the tank. It"s either it doesn"t work or it reads full all the time. Thanks!
