3020 govener surging

3020 gas hunts or surges under light loads. It seems to pull like a freight train if you load it heavily ( stepping on brakes).
Linkage is free between throttle shaft and govener . Is there an adjustment to make govener less sensitive?
Any ideas?? Thanks

Change the length of the link rod from the governor arm to the carburetor. Change it 2 turns longer and if it is worse, change it 4 turns shorter.

A lot of hunting or surging on a tractor with a carb is caused from a dirty idle circuit.

Hold the rod to the carb still by hand, if it continues to hunt the problem is in the carb.
