3020 PTO doesn' stop

First thing to check is the linkage under dash to determine if nut(item 32)has loosened. If pto brake has failed repair requires double split to separate clutch housing from trans case to access pto brake .

Many people think pulling back lever is to stop PTO quicker and try to stop implement immediately. The brake is to keep PTO from coasting
when not engaged, not stopping an implement. Trying to stop rotary mower or plunger on a baler can wear off friction material on brake
allowing PTO to coast and turn even when not engaged. It's a double split but fixable.
 
Another thing that can cause this problem or at least
attribute to it is if the PTO clutch has slipped a lot. This
can lead to warping of the discs in the clutch pack.
When disengaged a clutch pack with warped discs can
have a fair amount of drag working against the brake.
As far as square balers with plungers large or small
they all have a flywheel. I have never seen one that
does not have a built in overrunning clutch for the PTO.
Rotary mowers, round balers and silage blowers not so
much.
