3020 rockshaft control valve

I'm working on a 1968 JD3020 syncro-range and lost all Hyd. and I narrowed it down to the rockshaft control valve housing.

If I isolate the rockshaft control valve housing all my hyd. are working so I figured I'm loosing all my pressure there. I also isolated the feed to the piston/cylinder line.

My question is; Is the rockshaft control valve housing easy to rebuild and/or do I need to look somewhere else?
