3020 rockshaft

I seem to be having trouble with my rockshaft on my 1967 3020D. When I lower the rockshaft it labors the tractor as if the load and depth it trying to work even though I do not have it on this setting. I have it set on the depth setting. I am puzzled. Any thoughts or ideas?
 

Sounds as if RS(3 pt) control valves have too much clearance on them. I'll suggest to acquire a JD 3000 series tech manual and follow the 3 pt hitch adjustment procedures.
