Injector pump return check valve is clogged...unscrew the return line and "fitting" out of pump and start it up to see if it runs better...
 
Check for fuel flow at the bottom of the fuel tank..Should be a full flow of fuel..If not , shut off valve is plugged up with sediment..If all's well there, then the top fitting on the top cover of injector pump is plugged or held open with injector pump governor junk..
 
Fuel line from injector pump is clear to top side of tank and pump is spitting fuel. Tank is clear to pump as well. Could valve settings be off that much?
 
Not likely unless has been apart by total novice..Remove the small "window" [steel plate] with the 2 straight slot screws..Hold a clean cloth / shop towel under the opening..Many times the rubber gasket will stick to the pump housing..At any rate be ready to catch anything that comes out the window...Small black chips will indicate a governor failure internally..
