First time posting Guess the first one did'nt go thru

Recently picked up a 354 which soots up plugs very quickly Has the British Zenith VN carb which was I was told recently rebuilt I replaced air filter and the choke plate is wide open I understand there are shims that go below the fuel inlet? Any information would be appreciated as I've neer worked on a VN
