39 RC clutch problem

New User
Installed new clutch disc because tractor would only move if extrame pressure was held back on handle. After installing and adjusting?,same problem. Any thoughts
 
don't see how. I think there is a seap hole in bottom of bell house.There was no oil when tractor was split in bell house area.I don't believe ever any oil?
