40 B holes in casing

I have a 40 B and found a hole, on each side, on the top of the rear end housing that is about an inch in from the brake unit mounting flange. What is the purpose of these holes that seem to go nowhere. If they are oiler holes, what do they oil?

I think that hole is the one the drill bit left when it drilled a hole down in farther for the oil drain back from the brake bushings. When you pull the brakes out you will see it. I dab some silicone on the holes to help seal them up in case water would somehow get in there and rust the brake in.
 
it is just a machineing drill hole required to drill the hole on the bottom side of the brake housing
