4000 power steering problems

OK I fixed the water in tranny problem, this one has been bugging me for a while. I have the power steering cylinder that mounts under the crank pulley. It has a crazy set of levers to move the valve back and fourth as you steer. I cannot seem to get it to work? I checked the pump this morning and had 1200 psi pressure ( higher than I expected) still the valve or cylinder does not seem to work. Any ideas?
