4000 sos pto problem

If it's a '63 or '64 4 cylinder 4000, that's pretty common. Can you jam a 2x4 up against it while it's turning (with the selector in the disengaged position)and stop it?

the sos did not have a brake to stop the pto when in the off position, so when its off, the thickness of the oil drag will cause it to freewheel.. this is normal.

You may be able to adjust the pto shift cable and fix this , but as mentioned these Selectospeed tractors with ind. pto have no pto brake and it is common for them to "freewheel" when disengaged. For example my 4000 will turn the pto shaft of a 5' briush hog slowly when disengaged with no load on it, but if you pull into mowable height grass it stops.
