4020 pto hyd pressure

My pto won't turn off. You can't stop it with a board ect. Pressure at rear svo is 1500 on both. Pressure at pto clutch check port is 140. This flutters at operating temp. My valve does not have the pto brake check point. Was wanting opinions, words of wisdom before I split the tractor. More things to test, what to look for ect

I am assuming this is a Power Shift..and if so the PTO functions work off transmission pump pressure which should be near 165PSI..the clutch plates could be gualded, the pto brake could be worn,,and worst case the PTO anchor pin could have sheared and letting the brake spin in the housing...I sure hope the last idea didn't happen....it will require 2 splits to get to the brake..

Yes it is a powershift. Would the pressure being low be the problem? The book said 150psi on the pto clutch test port.
