4020 shifting rail

i am looking at buying and overhauling a dieasl 4020 jd. the owner said that the shifting rail is out of the tractor. What do they mean by that? Is it the part inside with the clutch that makes it go in and out of gears? who difficult is it to fix and how much do you think parts are going to be? Any help would be greatly appreciated.
 
A shifting rail is the part that the shifters slide on. I would say that what he is talking about is syncronisers. They are probably worn and need replaced. To rebuild the syncros cost upwards of $1500 and up for parts. The tractor needs to be split to do this. Get someone who knows how to properly diagnose and estimate the cost.
