4020 Steering wheel pops up

The Steering wheel and shaft on my 4020 pops up about 3/4 inch when the tractor is started and builds hydraulic pressure. When the tractor is shut off it settles back down.
Does this indicate a major problem in the steering system or can I keep running it like this?

That is normal but, there is a snap ring under the steering wheel that should keep the steering wheel from settling quite that far. The snap ring wears away and the endge of the groove that it sets in rounds off. A new snap ring should fix it and a little work with a triangle file will reclaim a better edge on the snap ring groove.
