4030 Hydraulics

I have a 1976 4030 with a 148 loader piped into the tractor's system. When I put my 3pt cultivator on the back (and lift all the way up) the loader is very slow moving and the cultivator will bounce. Fluid levels are good and fluid is clean. Any thoughts on why and if it can be fixed? thanks in advance.

Is this a new, or existing problem?

How is loader plumbed?

Problem could be leaking rockshaft piston seal or control valves or thermal relief valve.

Just bought the tractor last fall, so this spring is the first I have had the cultivator on it.
