A family member is looking at a 404 Farmall/IH. All I know is, its rough, No paint and hasn't ran in a long time, it is not stuck and the tires are aired up but old; any idea of value ?

Also does a 404 have live PTO, and Hydraulics for a remote ?

If the motor is stuck the value is scrap price unless you want to sell parts off it.
If the motor is unstuck, but not running, the value is higher than scrap price, probably not double scrap price though especially if the machine is rough.

Yes, it would have live PTO and has the ability for hydraulics for a remote. Whether the auxiliary valve and remotes are there on the machine is unknown without looking at the tractor.

The 404 does NOT have a live PTO. It's the last evolution of the Farmall C platform. It does have a pretty good hydraulic system with available 3pt and up to two remotes.

Not being stuck is a good sign. If these old engines have any compression at all, they'll run. Running driving and four tires holding air you're looking at a minimum of a $1500 tractor.
