41 9N lacking high rpm

I posted on the Ford tractor forum earlier.
41 9N purrs right along, but I cannot get it to high rpm.
I have taken the advise of posters and:
Check my spark, Good.
Made sure my air cleaner was clean, check.

With tractor running and in wide open thottle its idiling. The carburator is in the W/O position. I am leaking fuel from around the choke bushings and it sounds like its back firing through the carburator.
I have adjusted the mixtures to the base setting per the FO-4 Manuel with no change.
What am I missing?

Lets start with the carburator. If I am leaking fuel out of the carburator choke shaft. I can assume its flooding. How do I fix this? What do I look for?

If that does not fix the problem and its late timing can this be adjusted without removing the distributor? I noticed an adjustment screw on the left side of the distributor, adjust up or down?

lets not talk valves right now!

If it is flooding, gas SHOULD drain out the air horn drain at the bottom of the carb rather than by the choke shaft. Backfiring/leaking intake valve(s) CAN cause fuel to spit out in seemingly unlikely places such as past the choke shaft.

Does the carb "run over" when the engine is "OFF"?

Check firing order first.

Distributor turns opposite engine rotation, CCW, so the breaker plate needs to be rotated CW to advance timing. (Move the screw lower in the slot.)

HOWEVER, if the running timing is off there could be internal distributor problems (centrifugal advance).

It wouldn't be a bad idea to do a compresion check to be SURE!
