430 Case pto questions

looked at a 430 tonight, just an over under trans, pwr steering, pto runs all the time, enough pressure to spin a brushhog whether its engaged or not. Doesnt seem to have live power, What needs to happen to fix? decent rubber on back, car tires on front, straight sheet metal with grills, pretty good screech in the front while running, suspect pwr steering pump as the fluid is low, 3pt works, what would it be worth, with some issues to fix? Thanks
 
Price wise, $2,000 or less. I have a nice 430 original with low hours and a case loader. 4 speed forward and one reverse. That's it. Not ideal for a loader as reverse is geared kinda high. I paid $1500 for it. My other 430 that I would say is in average shape with good tires set me back $900. I bought then both about 2 years ago.
 
Price is correct from Hoofer B. The PTO is live and has a clutch break that most likely has failed. John Saeli 315-585-9826 would know your options for repair. It's likely the pads are no longer available and you would live with it as is or get creative and glue new pads to the plates.
