4320 John Deere Step washer?

Slowly going through a new to me 4320, and am slowly replacing and fixing items the last owner did not do up to my standards. The tractor has a two steps to get to the platform. Can someone please confirm if the steps are original or an after market set up? If the steps are original can someone point me in the right direction of locating the spacers and washers needed for this?

Thanks for putting this parts breakdown up for me to study. When I removed the step there were 3 bolts holding the step to the tractor. I only count 2 on the parts breakdown using washer 21, am I missing another bolt?
