4430 load shaft replacement

I am preparing to replace the load shaft, bushings and seals on my 4430. Part of the process is to ensure the load control lever is all the way down before removing the old one. The lever has been stuck and will not move since I've owned the tractor. I have taken the linkage off and it will not budge.
Any advice on how to proceed?
 
You might get lucky and change out the shaft and be good. But then you might not. Either you take the housing off that has the linkage stuck now, or later. It's up to you. I would clean up the area where the housing bolts to the rockshaft housing now, as it gets a lot of dirt in there and the bolts can be in poor shape. It's just good to clean now before you start your project then later and it should be done occasionally anyway.

I will definitely clean everything really good before doing any work. Looking it over a little more it seems to only leak when the arms are down. I chained them up overnite and no leaks. I may continue working out this summer and work on it this winter.
