one scv is not holding the load, its not the cylinder. So i think we are looking at the seats on the poppets. I had them out and noticed the seats had a rust color to them. After reading the service manual and some past archives it appears we may need seats ground on the poppets. Any advice would be appreciated. Thank you
 
The seats on the poppets normaly have a rust color to them. The seat is a neoprene seat that contats the SVC housing. Check the neoprene seat and see if there is any debrie in it. More than likely you need new poppets and an o-ring kit installed.

They will work out by just changing the poppet valves, pay attention to which valves have o-rings on the stems the pressure ones.mail me if you want..
