Is the breather cap or vent cap plugged. Vent cap would make sense if it doesn't squeal right away at start up.
Maybe dry bushings in the distributor? Long screw driver or wooden dowel in your ear then the other end pushed tight on various engine parts will help locate your problem as stated earlier.

No separate ps pump. the alternator is on other side and moves freely.

What would be inside the block that could be doing that? Spun bearing on something? With fan belt off and still makes the noise it take the water pump out of the equation too?

Is this possible? "may have a leak in the intake manifold or carburetor gasket leaking, causing squeal like blowing across a piece of cellophane."
It is in that general location
the only squeal i usually hear on an engine is when the alt belt is loose , and when u rev up the engine they squeal like crazy. not sure how u would get a squeal from inside an engine running in oil. if its an actual squeal your talking about.

Vent cap? What is that?

I have changed the oil and nothing significant to report there. No shavings etc.
I used carb cleaner and found a small leak around the manifold by no 2 cylinder.
I will take the carb off to clean and might as well take the tappet cover off, what if anything should I look for in there?
Oil pressure is good.

My thoughts also, but stranger things have happened. I still say there's something on the outside of the motor that's making that noise, not inside. But I can't confirm that since I'm not standing next to the machine.

I agree, there is not much on that side of the motor(where the noise is the loudest)

I've heard alternators have a sort of a whining squeal to them but not usually very loud more of a subdued lower level sound. A suppose a bearing could be going bad in the alternator though. Tappet cover off would tell if the rocker arms are oil starved. What is the oil pressure if good change it and no particles in the oil refil change filter cut open and look at then run it if an oil starved tappets they may just clean up with new oil. Our MD missed till we run it steady hauling manure when we got it. Had been setting on the dealers lot for a bit before we got it. Running it hard as we could on the spreader and changing the oil freed up the change over valve or whatever was causing the miss. Then would come back till run for awhile again. Since it was winter we just used it and in a month or so it cleaned up such that the miss was gone.
I ran it with out the belts on, so the alt was not spinning but I still got the noise.

The only reason to remove the tappet cover off is if there is a leak, or you are replacing a tappet/rebuilding. Fix the manifold gasket and have tha manifold to head surfaced flattened at a machine shop! Jim

Absolutely no need to take the tappet cover off. Do as @Janicholson says, have the manifold surfaced and put a new gasket on there. Clean and kit the carb while it's off if you want but if the tractor runs good there's really not even a need to do that.

I have the manifold and carb off and working on them, need to replace a stud as well. Where the leak was the stud was stripped.
