450D fuel problems

On my 450 diesel I can't get any fuel to the secondary filter. The primary filter gets plenty of fuel. That is all the further I can get fuel. I took the screen out on the scavenging pump and turned the fuel on and it ran out there. Do I need a new injection pump?
 
Open the injectors and try starting it. I never get the fuel to come out of my 400D secondary filter but it starts. Mine will start without bleeding the injectors but I do it so I know all the air is out.
 
First filter fills with gravity, second filter fills with pressure while running on gas, then bleed injectors while running on gas.
 
Does the gauge on pump show pressure when running on gas? Not sure you have a 450 pump, they didn't have a scavenger pump. Still should work with a A pump though.
Small primary pump on rear of injection pump should build pressure on the gauge if fuel gets to the inlet and no blockage on the output side.
 
It does not build pressure. It has fuel going into the primary pump but nothing coming out. Is there a check valve or something stuck in the primary pump?
 
Its a gear pump. not hard to remove and check.
Inlet and outlet pipe to remove on a 450, water trap and the 2 biggest bolts in the back of pump.
There is a bypass valve and spring inside pump but sometimes the primary pump drive coupling fails and the pump doesn't turn. If something happens in the pump internals it can lock up and drive fail.
If it happens to have a older pump installed there will be 3 pipes going to a scavaging, primary pump.
