completely rewired my 460. 10ga wires going to the gen and 12ga on everything else.

after checking everything twice I hooked up the bat. no smoke or fried wires.

started her up and she's charging: 17.2 volts. what do I need to adjust and how do I do it to lower the charging to 14v?

First is your voltmeter accurate? Cheaper digital meters frequently get "confused" by the electrical noise created by the generator, regulator and ignition and can give wildly false readings. Better to take voltage measurements with an old-school analog meter, or an industrial quality DVM - like a Fluke.

However assuming your voltage reading IS accurate, high voltage can be caused by a faulty regulator, a ground in the wiring between the regulator FLD and generator F terminals, or (long shot....) a ground in the generator field winding .
