47 D question

What goes on the block just to the rear and outside of the left side spark plug. On the tractor I seen there was about a 1/4' plug there. Also there is a rod that comes out of the governor (?)that looks like it should attach to whatever belongs there.
 
I just ran into the same thing on a 48 D.... where the plug goes there was a water mixing valve and a line ran from it to the carb just behind the choke. It was for the kerosene or all fuel ones and those old D's were famous for pre igniting under a load on kerosene... they would small amounts of water with the fuel air charge to keep them from pinging... the rod that runs back to by the seat through the crankcase and rearend is to adjust it on the go. stumped me too until i looked it up in the parts books!! hope this helps
