484 international tractor help

Needing some help with the rear hydraulics. Tractor has set for about 4 months in temp control shop the 3 point hydraulic leaked all the way down over that time .when I cranked the tractor up they raised all the way up and won’t move from that position. So next I changed the filter and fluid ….it was dirty Same problem. Any help would be greatly appreciated appreciated
 
Not from a 484 but may help.

Hi Rob, do you have an IH Service Manual? The UK IH 74 Series Manuals free download at:
The IH 84 Series is the same except for some changes, the hydraulic section is in Group 10 of IH Service Manual for 454 etc
Photo below is left side is Position Control UP/DOWN and right side is Draft Control.
I believe the problem with your 484 is the Spool Valve by Blue arrow is stuck. It can be accessed by removing the inspection cover under the seat, use a screwdriver to work the spool in and out and maybe some penetrating oil on the spool.

ok thanks guys hey JimB2 ... is the inspection cover the round plate on the right side of tractor under the seat facing the right rear tire?? look to be about 10 inches or so in diameter. also would i need to drain fluid again to take this cover off?
 
ok gotcha ill take that off when i get home and look for that valve. thank you again for your time . we about to get a big snow here in VA and i want to be prepared as much as i can. lol . ill let you know how it goes.
 
When you work the 3PT UP/DOWN lever you can see the head of the spool that the mechanism touches.
IIRC pushing the spool in Raises the 3PT and when you lower the 3 PT Lever the spring in the spool valve should push the spool out lowering the 3 PT, until the cam follower on the 3PT rockshaft adjusts the mechanism that will push the spool into the Neutral position. If the spool is stuck you may have to grab it with needle nose pliers to free it up.
 
This is far as I got tonight had to take the pto lever all the way off ..it came all the way across and was working the valve close the the hydraulic filter ..right in the way

Got it JimB2. !!!!!!!! The arms came down. You hit the nail on the head .. that valve was stuck… now going to put it back together some and crank it up ..cycle it a few times to work that clean fluid in there
