484 international tractor question

Needing some help with the rear hydraulics. Tractor has set for about 4 months in temp control shop the 3 point hydraulic leaked all the way down over that time .when I cranked the tractor up they raised all the way up and won’t move from that position. So next I changed the filter and fluid ….it was dirty Same problem. Any help would be greatly appreciated appreciated

Is external linkage working properly? If draft control handle is all the way to the rear it will go all the way up and position control handle will do nothing. If no issues on the outside then linkage internal is probably the culprit. Three point hitch cover would have to be removed
