5/8 rod steering seals help

ok, so I ordered a steering cylinder seal kit for my 3400. It is 5/8 rod. I went to put it in and both the OD of the rod and the ID of the metal seal thing are exactly 5/8. The paper-ish rings are also exactly 5/8. This is a problem as they do not even pretend to go on the rod. (Zero clearence).

Also, the old one is stuck in so no clue how to get it out. I did try just blowing it out with clip removed and steering but it only popped out 1/16" not enough to grab.

There is also zero diagrams for the 5/8,rod. Only 1/2" which is nowhere near the same setup. Can anyone send me a picture of how this is supposed to fit together? and tell me how to get the old one out? I've been down 4 weeks straight with wheel bearings and the like and ordering parts to run for an hour and break something else. Ugh. Thanks in advance.
 

Update: I got the piece out. It is plastic not metal and is cupped on the inside. It has another plastic piece behind it that is cone-shaped to fit the cup and flat on the other with a flat rubber washer type seal behind it. That's it. None of the kits I have seen look like this. Do I just order a 235 plus shipping cylinder? I'm gonna go broke. Thanks for any help!
 
Take it to a local hydraulics shop if you have one nearby. They should be able to match whatever type of seal is on there.
