50 B Head Studs and Block install

I'm about to reinstall the head studs into engine block following .045 over bore.Should I install the head studs before or after bolting the block to the crankcase? Easier to see what I'm doing
with block on the bench. However, easier to install the block without studs sticking out,although they make good handles.
Is Permatex Thread Sealant with PTFE suitable to use on studs going into the block.
