That's been referred to as hiccuping. I'm not that familiar with inside of a Ford rock shaft but I'm guessing a leaking control valve or RS piston seal. Also possible RS control valve out of adjustment. Have you posted this question on the Ford Forum?
 
It's most likely the result of a leaking lift cylinder... but it could also be a leaking safety valve, control valve or a couple other things. Some leakage is normal...
It can probably be fixed but it's one of those things you ought ask how much is it worth to you to have fixed because it could cost a bunch... or you could spend money on it and still have the same result.
I've got one that has a gash in the lift cylinder wall. Short of a new cylinder or a sleeve it's always going to leak. You don't want to know what the cylinder will cost. If you do, make the call from the ER.

I had a 5000 and there is no filter there,Would you tear the entire top of the tractor to get into one to replace the filter and nothing in the books about one.
