Are you doing the fuel flow test at the drain plug on the bottom of the carb?? The flow out of the drain plug needs to fill a pint jar in less then 2 minutes and yes catch the gas to look for dirt water etc.
I thought you were talking about fuel to the carb not fuel from the carb drain plug.
 
Fuel to carb means nothing if it isn't getting into the carb. On most there is a screen in the carb elbow that can clog and cause lack of fuel
I think my issue is it’s getting too much fuel as evidenced by all the black smoke.

I am assuming what this means is that after all the work was done the machine was running good. What was worked on or, what has changed since then? There are three things to check and trouble shoot. Spark, Compression and Fuel. All three have many variables that impact them so a systematic approach is needed for all three. I would suggest a shop Manuel because it has a section with symptoms and how to troubleshoot. I hope you fix your problem and please post the fix when you get there!

I have never heard of measuring fuel flow into a mason jar with a stop watch. What I know is when the shut off valve is turned on, fuel flow from the fuel line is a steady stream. These are gravity systems not pressurized systems. Didn’t see anything in the manual about that. As for spark tester, I set the plug gaps and those are correct and I know that the plugs are firing because I verified that with each of the 4 plugs plugs. Now whether that spark is the right voltage I cannot say as I don’t know how to measure the spark at the plug end.

I agree. It's time to take the carburetor off, take the top off of it and check that the float does float and the needle is seating into the seat and can cut off fuel flow.
