53 NAA 3 point hitch

the hitch moves up and down ok but seems to correct it's self at times and with the draft control lever down it only works with the control lever full up is this normal

Down is draft control and hitch is usually all the way up or down - generally used only for plowing. Position control mode is up and the hitch should stay whever you put the control - proportional between all up and all down (every position in between). If it is correcting (hunting) in position mode, you may have a leaking ram cylinder or other leakers in the system, which shouldn't be a problem if small.
