530 only turns over with the start option on the battery charger

530 John Deere. The battery reads just under 13 Volts.
The starter doesn't turn over or even click. We put the battery charger on in the start mode and it turns over and starts.

Any thoughts or recommendations?

Where are you hooking the charger? My first thought is dirty cable connections (clean and tighten both ends).

What is the voltage at the starter without the charger? What happens to that voltage when you try to start it?

If the ground cable is attached to the battery box, move it somewhere else. The battery box mounts get rusty and the ground won't work.
