531 shuttle lever next to foot clutch

Got my eye on a 531 non runner _ no pwr steering. .As found ,the shuttle shift control lever flops over , and not moving shuttle shift fork. I suspect shuttle shift rail lug lock screw #A29964 broken due to prospective bidder not knowing what # G15658 lever does, and probably forced it. Any thoughts? Chuck Machinist PS, the #A36513 throttle lever handle is broken off. S/N 8303xxx.
