pto lever does not snap in.need help

Is it a Cockshutt 550 (the real one, not the Oliver re-badge) or is it an Oliver (or re-badged Oliver) 550?

I would start with pulling off the cover under the center of the tractor and giving it a visible inspection, adjusting it if it is needed.

I have adjusted it I have hold lever forward so tiller does not stop.

You very well might have it too tight. Have somebody sit on the seat and move the lever while you watch from below to make sure that spider is going all the back over center.
