560 D injector pump

I have fuel in the top of the bowl and shut off appears to be working so why is there no fuel when i crack a line at the pump?
 
If it's been awhile since running last, pump MIGHT have the rotor plungers stuck along with the delivery and metering valves too. I've been repairing lots of pumps with
this trouble lately.
 
Did you change the filters and bled them properly, and
fuel comes out of those bleeders when opened?
Maybe the hose between the filter and pump is
plugged? Maybe you need to apply a little pressure to
the tank to get fuel to flow. Wrap a rag around an air
blower and stick it in the tank fill. Just squeeze the
trigger so you feel some pressure against the rag, to
much could damage the tank. That should get fuel
down to the pump. Most likely all of this is wasted
effort, there is about a 95 percent chance that you will
have to remove the pump and have it gone through to
get it to work again after setting that long. Dieseltech
who replied in your other post I linked is a pump
rebuilder. You should contact him through the site
email to see what he would charge you to fix it. People
come on here often wanting to revive an old diesel
tractor that has been setting for years, very few are
lucky enough to get them going again without pump
work.

I rebuilt the whole engine, took tank off and cleaned, bowl off and clean, lines cleaned, filters canister took apart and new filters , new line from filter to pump, return line is open, bled lines as should, took top of pump off to see if lever was moving back and forth over metering needle but did not remove levers work and i did force air. Do you have that guys number?
