560 hydraulic issues

I am beyond my level of expertise, but I'm trying to figure things out so could use some help.

Run into some hydraulic issues on a '61 560, and everything I've read here describes people having the exact opposite issue. I was getting a whine when the hydraulics were not in motion. Once I started the tractor, I was getting a hydraulic whine, and if I started to lift or lower the three-point the whine would go away until it reached the end of its range of motion.

Fired it up today, same thing happened, I cycled the three-point and once it got all the way down the hydraulics completely stopped working. Going to try to tear into this thing once the weather warms up in a day or so, but everything else I've seen references getting a whine when you actuate the hydraulics, not the sound going away when the hydraulics are actuated. Any help pointing me in the right direction is appreciated
 
Have u checked the transmission oil level ? And the
hydraulic filters. First thing I would be checking when I
hear the whine. Means low oil and can be plugged hyd
filters.
 

I checked the level and it was good. Going to dig into the filter on Wednesday since I have to drain all the fluid and that's more of an undertaking
 
U do not have to drain any fluid to change hyd filters.
Drive the RIGHT front and rear wheels on a ramp , blocks
or planks or what ever u have about 10 inches high. Then
pull the hyd cover off and u wont loose 1 gallon of oil in a
tub. The idea is to have the tractor leaning to the left so
the oil dont run out. U dont need to change oil because
u change filters. Unless the oil is due for a change.
 
I don't know about a 560 but our 656 made a similar whine the entire 50+ years we have owned it - or since I can remember and I am 55. New filters, new hytran, various adjustments - still the same whine
and that tractor has over 20K hours on it. It went through 2 overhauls and is now on its second engine - if anything it had gotten louder as times passes.
 
I can hardly believe the Tractor Vet left you hanging.
Must have been some part of his universe that needed
saving. In the link in the Hydraulics section look at key
13 in subsection 225. In there is likely the problem
valve. Then look at subsection 237 it gives you the
breakdown. You should get an IT manual for your
tractor I think it covers this in there. A better manual is
the actual IH Blue Ribbon repair manual, $95 in 2nd
link. Send me an email I can direct you to more
