Actuator for net or twine? If for twine did you attempt to control actuator with rocker switch built into monitor wiring harness? Will actuator shaft move if you attach 12 volt directly to wiring connection?

If you attached wires in both polarity configurations then I'll guess actuator has failed. A&I offers an actuator A-AFH202031 for $493. One might locate actuator from baler salvage yard.
